Beginning in the summer of 2010, the New York City Department of Education (NYCDOE) began piloting the Teacher Effectiveness Action Research Project, a multi-year initiative to design a new evaluation and development model with principals and teachers. This model is being designed collaboratively to support deep individualized development aligned to teacher behaviors that drive student outcomes and help principals make fair, informed decisions as they build effective instructional teams. This project will help inform our thinking for the implementation of a new evaluation and development system that meets the needs of all teachers and schools, with the potential for district-wide implementation.
We are currently piloting the model with twenty schools across the city, each serving as a design partner helping to refine the model. As part of this project there will be three White Papers released during the 2010-2011 school year. Each White Paper will cover different topics ranging from the project’s purpose and design to the project’s progress and results. The papers serve a dual purpose—open sharing about the pilot work and as a basis for stimulating discussion about teacher evaluation and development among stakeholders.
