LADDER OF REFERRAL
MINOR INFRACTIONS (Level 1, Level 2) Classroom teachers will handle all minor infractions.
LEVEL ONE INFRACTIONS
· Talking without permission
· Failing to be in one’s seat during class
· Classwork or Homework assignment was not completed
LEVEL TWO INFRACTIONS
· Dressing inappropriately (Ex: Shirt may not be tucked in or scarf or tie may not be worn in class)
· Eating food or gum-chewing
· Repeat occurrences of Level One infractions
Consequences – To be handled by the subject area teacher:
· Warning
· Change of seat
· Student conference with teacher
· Detention
· Phone call to parent
· Parent conference
· Behavior contract
· Pre-suspension conference, with parents Individual conduct sheet
MAJOR INFRACTIONS (LEVEL 3, 4, AND 5) Principal, Asst. Principal, Teacher Coordinators, and Deans will handle these infractions.
LEVEL THREE INFRACTIONS
· Using profane, obscene, vulgar or abusive language or gestures
· Behaving in a manner which disrupts the educational process (e.g., making excessive noise in a classroom, library or hallway)
· Being late for school or class
· Failing to wear the required school uniform
· Bringing prohibited equipment or material to school without authorization (e.g., cell phone, beeper or other electronic communication/entertainment devices)
· Lying to, giving false information to, and/or misleading school personnel
· Shoving, pushing, or engaging in other similar physical behavior (ex: horseplay), or throwing an object(ex: chalk)
Consequences – To be handled by the Principal, Assistant Principal or Dean:
Note: In order for the Dean to handle level three to five infractions subject area teacher must complete the discipline referral form.
· In-School Detention (up to one week) wherein a student is placed in the Detention Center ( if room is not available, student is placed in a self-contained class and is given an assignment to be completed upon the end of detention).
· In-school suspension (Students will be placed in the deans office to complete all classwork assignments given by each subject teacher for the duration of the in-school suspension)
· Administrator’s suspension (one to three days)
· Principal’s Suspension (up to five days)
LEVEL FOUR INFRACTIONS
· Engaging in vandalism, graffiti or other intentional damage to school property or property belonging to staff, students or others
· Defying or disobeying the lawful authority of any school personnel (e.g., safety agents, school aides, 219 or Kappa school administrators)
· Using force against or attempting to inflict serious injury upon students or others
· Leaving class without permission of supervising school personnel
Consequences – To be handled by Principal or Assistant Principal:

LEVEL FIVE INFRACTIONS
· Possessing illegal weapons
· Selling or distributing illegal drugs or controlled substances
· Using extreme violence against or inflicting or attempting to inflict serious injury upon students or others
· Engaging in threatening, dangerous or violent behavior that is gang-related
· Participating in an incident of group violence
· Leaving school premises without permission of school supervising school personnel
· Knowingly possessing property belonging to another without authorization
· Lewd or indecent public behavior
· Posting or distributing material containing a threat or violence, injury or harm including posting such material on the internet
Consequences – To be handled by the Principal:
· Automatic suspension (up to five days)
· Regional Superintendent’s Suspension Hearing.
NOTE: At this level the matter is referred to the District Superintendent and the Director of Pupil Personnel; district office staff will schedule a hearing and notify the school, student and parents. At the time of the hearing, all parties present the case to a hearing officer who renders a judgment. In some cases, the student is returned to the sending school with a recommended course of action. In other cases, the student may face either:
· Re-instatement
· Transfer to another school within the district
· Transfer to a Second Opportunity School.
· Extended suspension (30-90 days).
