Strategies, Techniques, Options, Prior to Placement (STOPP)

This is a web page to help with implementing and sustaining STOPP (Strategies, Techniques, Options, Prior to Placement) at your school.


The STOPP initiative has been designed by District 75/citywide programs to provide “hands-on” assistance to community schools participating in the Phase I reform. These schools request help from District 75 through their Network Leader to identify and resolve situations occurring due to challenging behaviors by individual students and classrooms. The STOPP team works collaboratively with network leaders and school administration to assess areas of high need within the school. The team then provides support by assisting schools to develop “toolkits” through individual consultation in classrooms, professional development in behavior management, crisis intervention and enhancement of pupil personnel teams. The STOPP team teaches school staff to collect data appropriately and efficiently in order to addresses behavior issues, develop and implement functional behavior assessments, behavior intervention plans and meaningful IEPs. The goal of STOPP is to educate students who exhibit challenging behaviors in the least restrictive environment possible in their home zoned schools.

 What is Phase I of the Special Educational initiative?

The Division of Students with Disabilities and English Language Learners has launched a reform effort across the city. Over 250 schools are participating for the 2010-2011 school year. The goal of the reform is to better tailor the special education supports and services that we provide in schools to each individual's unique learning needs and educational goals. Special Education has often been regarded as a "class" or "place." However, effective special education is often an array of supports and services – tools that can be used to achieve the goals on any one student’s Individualized Education Program (IEP). Services that students receive are not being cut off or curtailed. The key difference in these schools is how those services are being delivered.
