The 2008-09 Progress Report Transfer program allowed parents of students enrolled in a school that received an “F” grade on the 2006-2007 Progress Report, or enrolled in a school that is phasing out or closing (as announced in November 2007) to request a transfer to a higher performing school.Transfer Application Forms were mailed directly to the homes of all eligible students.
